Palmview - Proposed Planning Scheme Amendment

During the public consultation period for the Sunshine Coast Planning Scheme 2014 (Major Amendment - Palmview Structure Plan, Palmview Structure Plan Planning Scheme Policy and Consequential Amendments) between 14 September 2015 and 26 October 2015, Council received a total of 155 submissions.

Every submission has been thoroughly reviewed, and considered in detail by the Council at the Special Meeting held on the 23 November 2015.  The Key Issues Discussion Paper[734KB] summarises the key issues raised during the public notification period, provides responses to those key issues and confirms and provides the basis for the position adopted by Council in responding to the key issues and revising and updating the Palmview Structure Plan documents.

Having reviewed all submissions Council resolved to finalise the publicly notified version of the Sunshine Coast Planning Scheme 2014 (Major Amendment - Palmview Structure Plan, Palmview Structure Plan Planning Scheme Policy and Consequential Amendments), subject to modifications resulting from the consideration of submissions.

On the 9 December 2015, the Sunshine Coast Planning Scheme 2014 (Major Amendment - Palmview Structure Plan, Palmview Structure Plan Planning Scheme Policy and Consequential Amendments) was submitted to the Minister for Infrastructure, Local Government and Planning for ministerial review. 

On 2 March 2016 the Minister advised Council that the version of the proposed planning amendment could be adopted by Council without conditions.

Infrastructure renegotiations

On 23 April 2015, council finalised the agreement for infrastructure funding for the Palmview Structure Plan Area with Unitywater and Palmview landowners including Investa Property Group.

Through the renegotiation of the Palmview Structure Plan Infrastructure Agreement, council has ensured that Palmview landowners will provide all infrastructure necessary to service the development.

The funding arrangements cover all necessary infrastructure to support the community including roads, water, sewer, sports fields, parks and ecological areas – without impacting on existing rate payers.  Palmview Fact Sheet[177KB]

The Palmview Amendment Agreement No 2 (Palmview Structure Plan Infrastructure Agreement 2010) is available. A set of endnotes has been included in the back of the document which outline the amendments that have been made to the Palmview Structure Plan Infrastructure Agreement 2010 by the commencement of Amendment Agreement No 2 on 1 April 2016.
